About SCCS
Agency Story
The purpose of Shelby County Community Services (SCCS) is to provide
and promote mental health and rehabilitation programs for the residents of
Shelby County, Illinois. These are your programs, supported in part with
your tax money. This website will better acquaint you with the services
available.
On November 5, 1968 at a county election, the voters of Shelby County by
a three-to-one margin passed the adoption of HB-708. Planning was begun and
on February 2, 1970, the Mental Health Center opened for services. On September
28, 1970, the "708" Board established the Shelby County Rehabilitation Center.
By 1978, the
Center had been accredited by the Commission on Accreditation of Rehabilitation
Facilities (CARF) and the Mental Health Center and workshop were serving
an average caseload of 250 people. The citizens of Shelby County were receiving
evaluation, training, professional counseling, and other support services
for the developmentally and emotionally challenged.
